Job Description – Pre-Sales Executive / Manager – Government Projects

About the Role

We are looking for an experienced Pre-Sales professional with 3–7 years of experience in Government Projects, Tender Management and Bid Management. The candidate will be responsible for identifying government tender opportunities, preparing proposals, managing documentation and coordinating the complete bidding process.

Key Responsibilities

• Manage end-to-end Government Tendering and E-Tendering activities.

• Identify and track relevant opportunities on GeM, CPPP and other government portals.

• Handle RFP, RFQ, RFI and EOI requirements.

• Prepare Technical and Commercial Proposals as per tender requirements.

• Coordinate bid preparation, documentation and timely Bid Submission.

• Review tender eligibility criteria, scope of work, technical specifications and commercial terms.

• Analyse BOQ, costing and estimation for project bidding.

• Coordinate with internal teams for technical, commercial and legal documentation.

• Manage communication and coordination with Government Departments, PSU Clients and other stakeholders.

• Support Government Sales and Business Development activities.

• Conduct market research and competitor analysis to identify new business opportunities.

• Maintain tender trackers, MIS, reports and complete bid documentation.

• Ensure compliance with tender conditions, submission timelines and documentation requirements.

• Support post-bid activities, clarifications, negotiations and contract-related coordination.

Eligibility

• Graduate in any discipline; relevant technical/management qualification will be an advantage.

• 3–7 years of relevant experience in Government Tendering, Pre-Sales, Bid Management or Government Projects.

• Hands-on experience with GeM/CPPP and government tender portals preferred.

• Strong documentation, communication, coordination and analytical skills.

• Ability to manage multiple tenders and strict submission deadlines.
