We are seeking an experienced HR professional to oversee human resources operations for our manpower services company. This role involves managing both internal HR functions and supporting the recruitment and deployment of candidates for client assignments across various industries.
Recruitment & Talent Acquisition
Develop and implement comprehensive recruitment strategies to build a diverse talent pool across multiple skill levels and industries
Source candidates through various channels including job portals, social media, referrals, and campus recruitment
Conduct initial screening interviews and coordinate technical assessments with department heads
Maintain an active database of qualified candidates for immediate and future client requirements
Partner with business development team to understand client staffing needs and timelines
Coordinate with external recruitment agencies when necessary to meet volume requirements
Employee Onboarding & Documentation
Design and execute structured onboarding programs for new hires joining client assignments
Ensure completion of all pre-employment documentation including background checks, medical clearances, and contract paperwork
Maintain accurate employee records and ensure compliance with labor law requirements
Process work permits, visas, and other employment-related documentation for international assignments
Coordinate orientation sessions covering company policies, client expectations, and job-specific requirements
Compliance & Legal Affairs
Ensure adherence to labor laws, employment regulations, and industry-specific compliance requirements
Maintain up-to-date knowledge of employment legislation and implement policy changes accordingly
Handle employment contract negotiations and modifications
Manage workers' compensation claims and workplace injury procedures
Coordinate with legal counsel on employment-related matters and disputes
Ensure proper classification of employees (temporary, permanent, contract) based on assignment type
Employee Relations & Support
Serve as primary point of contact for employees deployed at various client locations
Address employee grievances, conflicts, and workplace issues promptly and professionally
Conduct regular check-ins with deployed staff to ensure job satisfaction and address concerns
Facilitate communication between employees and client management when necessary
Implement employee retention strategies to reduce turnover in critical assignments
Payroll & Benefits Administration
Coordinate with payroll department to ensure accurate and timely salary processing for all deployed staff
Manage benefits enrollment and administration including health insurance, provident fund, and other statutory benefits
Handle salary negotiations and increment processes based on performance and client feedback
Process final settlements and clearances for departing employees
Maintain accurate records of overtime, allowances, and special payments
Training & Development
Identify training needs based on client requirements and industry standards
Coordinate skill development programs and certifications for employees
Organize soft skills training, safety training, and industry-specific workshops
Maintain training records and ensure continuous professional development
Partner with external training providers to deliver specialized programs
Performance Management
Implement performance evaluation systems for employees on client assignments
Collect feedback from client supervisors regarding employee performance
Address performance issues through coaching and development plans
Recognize and reward high-performing employees through various recognition programs
Maintain performance documentation for career progression decisions
Education & Experience
Bachelor's degree in Human Resources, Psychology, Business Administration, or related field
4-6 years of HR experience, preferably in staffing, recruitment, or manpower services industry
Professional HR certification (SHRM, PHR, or equivalent) preferred
Experience managing large volumes of recruitment and employee relations
Technical Skills
Proficiency in HRIS systems and applicant tracking systems (ATS)
Advanced knowledge of Microsoft Office Suite, particularly Excel for data analysis
Experience with payroll software and benefits administration systems
Familiarity with background check and pre-employment screening tools
