Position Overview
The Human Resources (HR) Manager will be a strategic business partner responsible for overseeing all aspects of human resources management within our [Effluent Treatment Plant/Sewage Treatment Plant/Wastewater Treatment Facility], ensuring that HR strategies and initiatives align with the overall business objectives and strict environmental and safety regulations. This role requires a strong focus on compliance, safety, and talent management in a unique operational environment.
Key Responsibilities
Talent Acquisition & Onboarding
Manage the entire recruitment lifecycle for plant operators, engineers, and support staff, including sourcing, screening, interviewing, and onboarding.
Collaborate with department heads (e.g., ETP Manager, Operations Lead) to develop accurate and detailed job descriptions that reflect the technical skills required for specialized roles (e.g., knowledge of MEE, RO, ASP, MBBR technologies).
Forecast future staffing needs, especially in the context of turnover fluctuation and shifting skill demands in the industry.
Compliance & EHS (Environment, Health & Safety) Management
Ensure strict adherence to all local, state, and federal labor laws, as well as industry-specific environmental and safety regulations (e.g., GPCB guidelines, OSHA).
Coordinate with the EHS and Safety Departments to implement safety protocols, conduct accident investigations, manage workers' compensation claims, and promote a culture of safety awareness.
Maintain comprehensive and confidential employee records and documentation for all HR operations and regulatory inspections/audits.
Employee Relations & Performance Management
Serve as a liaison between management and employees, addressing demands, grievances, and other issues in a timely and empathetic manner.
Design and manage a performance appraisal system that drives high performance and aligns individual objectives with organizational goals.
Provide guidance and support to managers on performance management procedures and disciplinary actions.
Training & Development
Identify emerging training and development needs through skill gap analyses and feedback loops.
Coordinate and monitor training programs for staff, especially those related to waste management procedures, safety protocols, chemical handling, and new technologies.
Support succession planning efforts to ensure long-term sustainability of the workforce.
Compensation & Benefits
Administer competitive compensation and benefits programs, ensuring cost efficiencies and compliance with industry standards.
Work closely with the finance team to ensure accurate and timely payroll processing.
Qualifications
Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree or HR certification (e.g., SHRM-CP or SPHR) is a plus.
Proven experience as an HR Manager or similar HR executive role, with experience in a manufacturing, chemical, or pharmaceutical environment preferred.
In-depth knowledge of labor laws and HR best practices, with specific familiarity with environmental compliance standards relevant to the industry.
Excellent communication, interpersonal, and negotiation skills.
Strong analytical and problem-solving abilities, with demonstrable experience using HR metrics for decision support.
