Job Description

Job Title: Purchase Manager (Road Construction / Infrastructure Industry) – Male only

Job Summary

The Purchase Manager is responsible for leading and managing the procurement function for road construction projects. This includes strategic sourcing, vendor development, contract negotiation, cost optimization, and ensuring timely availability of materials, equipment, and services required for project execution.


Key Responsibilities

1. Procurement Strategy & Planning

  • Develop and implement procurement strategies aligned with project timelines and budgets.

  • Forecast material requirements based on BOQs (Bill of Quantities) and project schedules.

  • Plan long-term sourcing for critical materials like bitumen, aggregates, cement, and steel.

2. Vendor Development & Management

  • Identify, evaluate, and onboard reliable vendors and subcontractors.

  • Build strategic relationships with suppliers for bulk and long-term contracts.

  • Monitor vendor performance (quality, cost, delivery timelines).

3. Contracting & Negotiation

  • Lead price negotiations, rate contracts, and framework agreements.

  • Finalize commercial terms, payment conditions, and logistics arrangements.

  • Ensure cost efficiency while maintaining required quality standards.

4. Purchase Operations

  • Approve and authorize Purchase Orders (POs).

  • Ensure timely procurement and delivery to project sites.

5. Cost Control & Budgeting

  • Track procurement budgets and control project costs.

  • Identify cost-saving opportunities and alternative sourcing strategies.

  • Conduct market analysis for price trends (bitumen, steel, fuel, etc.).

6. Inventory & Logistics Coordination

  • Coordinate with site teams, stores, and logistics for material planning and dispatch.

  • Optimize inventory levels to prevent shortages and overstocking.

  • Manage transportation and supply chain efficiency.

7. Compliance & Risk Management

  • Ensure procurement complies with company policies, contracts, and legal standards.

  • Manage risks related to supplier delays, price fluctuations, and quality issues.

  • Maintain proper documentation and audit readiness.

8. Team Leadership

  • Lead and mentor the purchase team (executives, officers).

  • Allocate responsibilities and monitor team performance.

  • Drive process improvements and best practices.


Key Materials & Services (Industry-Specific)

  • Bitumen (VG grades, CRMB, emulsions)

  • Aggregates (GSB, WMM, DBM, BC layers)

  • Cement & reinforcement steel

  • Diesel, lubricants, and fuel

  • Construction machinery & spare parts

  • Subcontractor services (earthwork, paving, transport)

  • Safety and site consumables


Required Skills

  • Strong negotiation and contract management skills

  • In-depth knowledge of construction materials and market trends

  • Strategic sourcing and vendor development expertise

  • Leadership and team management

  • Excellent coordination and communication skills


 

 

Qualifications

  • Bachelor’s degree in Civil Engineering / Commerce / Supply Chain / MBA (preferred)

  • 7–10 years of experience in procurement, with at least 3–5 years in a managerial role in road/highway construction


Preferred Experience

  • Experience in EPC / infrastructure companies

  • Exposure to highway projects (NHAI, MoRTH, state PWD)

  • Handling large-scale procurement budgets
