The Billing Engineer is responsible for preparing, verifying, and managing project billing, measurements, quantity take-offs, and payment documentation for interior fit-out projects. The role ensures accurate client billing, subcontractor payment certification, variation management, and cost tracking while maintaining compliance with contract terms and project timelines.
Key Responsibilities
Client Billing
Prepare and submit monthly client running account (RA) bills and final bills in accordance with contract requirements.
Measure completed work jointly with clients, consultants, and project teams.
Ensure timely submission of invoices supported by measurement sheets, work progress records, and required documentation.
Follow up on invoice approvals, certifications, and payment collections.
Quantity Measurement & Verification
Prepare quantity take-offs from approved drawings and site measurements.
Verify executed quantities for civil, architectural, MEP, joinery, ceiling, flooring, painting, glazing, and finishing works.
Maintain accurate measurement records for billing purposes.
Reconcile billed quantities with executed work.
Subcontractor Billing
Review and certify subcontractor RA bills and final bills.
Verify subcontractor measurements against site progress and contract quantities.
Process payment recommendations in line with contractual terms and project progress.
Monitor subcontractor work completion and ensure supporting documentation is complete.
Variations & Claims
Identify additional works and prepare variation orders.
Prepare quantity calculations and supporting documents for variation claims.
Maintain records of approved and pending variations.
Coordinate with project and commercial teams for timely approval of change orders.
Cost Monitoring
Track project quantities, billing status, and payment milestones.
Assist in monitoring project budgets and commercial performance.
Prepare billing forecasts and cash flow updates.
Highlight commercial risks and billing discrepancies to management.
Documentation & Reporting
Maintain billing registers, measurement books, BOQs, and payment records.
Prepare weekly and monthly billing status reports.
Ensure all commercial documentation is properly filed and readily available for audits.
Support project close-out with final accounts and documentation.
Qualifications
Bachelor's Degree or Diploma in Civil Engineering, Quantity Surveying, Construction Management, or a related discipline.
Experience
3–6 years of experience as a Billing Engineer in interior fit-out, commercial, retail, hospitality, or office projects.
Experience in client billing, subcontractor billing, quantity surveying, and contract administration.
Familiarity with item-rate, lump-sum, and BOQ-based contracts.
Technical Skills
Strong knowledge of quantity take-offs, billing procedures, and measurement standards.
Ability to read and interpret construction drawings and specifications.
Proficiency in Microsoft Excel and Microsoft Office.
Experience with AutoCAD for quantity verification.
Knowledge of ERP or project management software (such as SAP, Oracle, or equivalent) is an advantage.
