Finance and Procurement Manager

Manager – Finance and Procurement - Patna Department None Job Description We are hiring a Manager – Finance and Procurement for a full-time PMU role based in Patna . The role will support financial planning, budgeting, expenditure tracking, procurement planning, RFP/RFQ preparation, bid process support, contract management, audit coordination, and compliance with applicable public financial and procurement rules. The position requires strong experience in public-sector financial management, procurement documentation, government procurement systems, audit support, and contract administration. Key Responsibilities Support preparation of annual financial plans, budget estimates, fund-flow plans, expenditure forecasts, and utilization trackers. Monitor expenditure against approved budgets and identify variances, risks, and corrective actions. Support financial reporting, reconciliation, compliance tracking, and maintenance of financial documentation. Coordinate with finance teams, auditors, implementation partners, and programme teams. Support internal and external audits, including preparation of records, responses to audit observations, and closure tracking. Prepare procurement plans for goods, works, services, consulting assignments, training services, equipment, and other programme requirements. Draft and review EoIs, RFPs, RFQs, bid documents, evaluation formats, contract templates, procurement notes, and approval documents. Support bid process management, including pre-bid clarifications, evaluation documentation, comparative analysis, and award recommendations. Maintain procurement trackers, contract registers, payment milestone trackers, vendor records, compliance checklists, and risk logs. Guide field units, training institutions, and implementation partners on procurement documentation and compliance requirements. Support use of e-procurement platforms, GeM, and other applicable government procurement processes. Qualifications CA; or MBA/Postgraduate degree in Finance, Accounting, Commerce, Economics, Business Administration, Public Finance, or related discipline. Mandatory Skills Minimum 7 years of experience in public-sector financial management and procurement. Experience in annual budgeting, expenditure tracking, audit coordination, and financial reporting. Experience in procurement planning, RFP drafting, bid evaluation, contract management, and vendor coordination. Familiarity with Government Financial Rules, State Financial Rules, CVC guidelines, e-procurement systems, and GeM processes. Strong Excel, documentation, and compliance management skills. Ability to work full-time from Patna , with travel as required.
