Role Overview:
To independently handle medium to large scale govt. tenders related to Security, Facilities and Manpower Services and lead the tendering process from document analysis to bid submission, ensuring accuracy, compliance and competitiveness.
Key Responsibilities:
· Tender Management:
· Lead end to end tender process: study, evaluation, costing, documentation and submission.
· Review BOQ and specifications to prepare a complete and competitive offer.
· Regularly monitor tender portals like GeMs, e-procurements websites of state governments and notifications to identify relevant business opportunities.
· Study tender documents, scope of work, terms, and conditions.
· Technical & Commercial Coordination:
· Collaborate with Operations, Human Resource and finance teams for bid inputs and cost estimation.
· Evaluate subcontractor and vendor quotations for techno commercial comparison.
· Bid Strategy and Review:
· Prepare tender summaries, risk assessments and recommendation notes for management approval
· Compliance and Quality:
· Ensure 100% compliance with tender instructions, legal and statutory requirements
· Manage proper documentation, tender database and support audits
· Post-Bid Support:
· Coordinate for post-bid clarifications, negotiations, and award formalities.
· Prepare tender summary reports and maintain bid status trackers.
· Compliance & Risk Review:
· Evaluate contractual, commercial, and technical risks before submission.
· Recommend bid/no-bid decisions based on profitability and compliance.
Key Skills & Competencies:
· Strong knowledge of Security / Facilities and Manpower Services industry.
· Proficient in MS Office (MS-Excel, MS-Word, MS-Powerpoint) GeMs portal, and e-procurement of state governments.
· Excellent communication, coordination, and analytical skills.
· Knowledge of contract conditions (GCC/SCC) and procurement norms (public/private utilities).
Educational Qualification:
· Any Graduate / Post Graduate.
· Diploma in public procurement management (added advantage)
